MineCiv offers the classic gamemode "Kingdoms" which is a "recreation" of Towny.  If you know how Towny / Factions works, you pretty much know Kingdoms.

It is being ran 24/7 with a active community and is striving to become one of the largest "old-school" Minecraft servers.
